Not activating

Groups was active and performing flawlessly until I deactivated all plugins as part of development testing. Now it will not activate again. It’s on a multisite install hosted by Siteground, and using Siteground’s cache functionality. Siteground was able to activate the plugin on a live site using WP-Cli. However, it still will not activate on the network; and, when activated on the live site, the following error displays when confirming deletion of a user… “Fatal error: Call to undefined function wp_cache_reset() in … /wp-content/plugins/groups/lib/core/class-groups-controller.php on line 46.” What to do?
