Not getting install.php

Hi,

I unzipped the contents and created a sub directory within the httpdocs named blogs and uploaded all the files and folders.
When trying to access the https://www.your_site.com/blogs/wp-admin/index.php page to install i get Http 404 error file or directory not found.

I am working on IIS ??
