Not possible to create a network

on WP 3.5, i cannot create a network.

First, the “add” link inside the main zone points to /?page=add-new-network instead of admin.php?page=add-new-network (the menu link gets it right).

Then, using the url that works, submitting doesn’t do anything except showing the “add network” ui with no feedback message whatsoever. If i look at the list of networks, none gets created.
