I have no idea of what you mean by “static notification” but if your theme already provides what this plugin provides then obviously you don’t need this plugin, however people who are using themes that adhere to the WordPress guidelines may find it useful as themes should not provide features that are clearly plugin territory.

I’m not sure what you were expecting the plugin to do. It is clear that you either did not read the plugin description or did not understand it, and do not understand that the word ‘popup’ can be used to describe a few different things including what this plugin provides: a new browser window which appears when a link is clicked.
If you had any questions about the plugin’s usage you should has posted a new topic in the plugin’s support forum before leaving such a pointless review and I would have been glad to have provided clarification there.
