"not required" field – required

The field for “state” (the “title on my site is Province because I am in Canada) is a “not required” field – that is to say that under “validation” I selected “not required” for that field along with the other address fields. Except when I view the list of participants, the record will only show-up if the state/province field is filled in. The other address fields (like street, country, zip/postal code etc don’t need to be completed – the “not required” is working for those – just the state/province field.
Any help would be appreciated.
