not scrolling to proper position from external links

the plugin works fine when you click a link in the ToC on the page it’s on, however if you create a post with a hyperlink to the same anchor, the scroll position is way off – if you refresh the page, then it scrolls to the correct position – whether smooth scroll is enabled or not doesn’t matter

example: this should scroll to the Introduction, but for me it scrolls several paragraphs further down – F5 the page and it’s ok
