Not showing on some browsers | language changes

I noticed that the mobile version of my website does not appear on all devices (for example Opera for Android or on some standard browsers on Android smartphones. Why?
I would also like to know if there is a way to change the language in some point as ‘load more entries’, ‘previous and next post’ and ‘responses’ in comments.
