Not slowing down? Thousands of (failed) logins reported in one minute…

Hi,
I keep getting bursts of many mails (like 80) within 1-4 minutes, all informing me about a brute force attack and failed logins.
This time, the login name and IP address used stays the same.

Now I am afraid, that the slowing down that the plugin says it is doing does not seem to be working since it keeps telling me about 1000 matching login trials per minute, and that from the first 50 on, not just after DOS Layer is reached.

With slowing down, this should not be possible or am I not getting something here?
