Not Upgrading

I have 2 wp systems, on diff. databases. One I got to upgrade fine, but the other one isn’t upgraing…. I deleted all my files except wp-config.php, like directed, and then uplaoded everything new and went to the upgrade page, but nothing happens.. ??
