Not Working

I was in one of my Web site to install the plugin.
In another theme in the configuration

define(‘KEY’, ‘5736f8781d9275.00597646’);
define(‘URL’, ‘https://localhost/wp/’);
define(‘REFERENCE’, ‘Pisces theme’);

But they did not have any reaction.
Why?What is not missing.
