Not working in Safari or iPhone

I have a client who says this isn’t working on his iPhone or in Safari. He gets this message:

“This site requires your date of birth, but your browser isn’t accepting cookies, Please enable cookies and try again.”

But cookies are enabled for him. Any ideas?
