Not working on IIS?

I’ve installed and activated the plugin, I’ve setup the settings I wanted to use and updated them but I don’t see that any of the changes have taken place. I see in the FAQ that this plugin supports IIS and in another answer that the plugin needs permissions for .htaccess files on Apache, do I need to update the permissions for the web.config on my IIS server? I dont see any instructions on how to set this up properly on IIS as that seems to be a newer feature.
