not working properly

When I send the latest posting message, OneSignal says it’s been sent, but why when I check my cellphone (I have activated notifications on my cellphone) there is no incoming message yet?
I mean, messages are only sent to some users who are subscribed, but not sent to other users who have subscribed
Why is that?
