Nothing happens on step 5 of Installation, famous 5 minutes

I did the configuration of the php file.
Should the wordpress directory be in Program files directory, other or does it not matter?
When I enter wp-admin/install.php into my browser, I get a message :
the address is not valid.
What to do?
I run Vista
