The notice is literally everywhere on the backend. Dismissing it does not work, it just keeps coming back.

That notice is indeed from Freemius. We use them to roll out plugin updates seamlessly.

Have you tried clicking the link? If it brings you to a page where it asks you to opt-in, you can choose to do so or Skip it.
