Notification email to admin when user subscribes

I noticed that when a user subscribes, the admin doesn’t get an email notification.
I think it is a good idea to send a notice to the admin as well.
Yesterday I accidentally discovered that a user had been applying for membership for about a month but had not yet confirmed it.
