Notification not being sent for new pages or posts

Hello,
When an author updates and existing page or post everything is working great. But when the author creates a new page or post notifications are not being sent to admins or editors. And when it’s set to default they are not given the option to select a revisor. A user name Nicole seemed to experience the same issue in the topic “[resolved] Editors & admins don’t get emails”
I’ve turned off all other plugins and the issue persists. I also tried it on 3.8.1 and that also didn’t help.
Any help resolving this bug would be greatly appreciated.
