Number limitation of Loop items

I create a loop template to display my products, for example, there are 20 products in a category, but it only displays 12 products in this product archive page, though I set a larger number like 99 Items Per Page. Even I changed the column numbers, still same, just 12 products listed in this page.
When i enable “Pagination”, it’s same, just 12 products, but when I click the Pagination page “2”, the rest products will be displayed on page 2.
Is there anyway to solve it?
