OAI Repository's Base URL?

I’m a complete novice to OAI, so a couple questions:
Does this plugin place metadata from WordPress posts into an XML document? If so, how would one send that XML data out to be collected on someone else’s OAI database/repository?
The plugin doesn’t create and populate an OAI folder (from what I can tell), and I will need a base URL for my site’s OAI repository or maybe a URL for a feed if I want to send the data out to an archiving site (like OAIster).
OAI archive sites also want the OAI-PMH protocol anyway, so I doubt this plugin would be compatible. I dunno. Openarchives.org is not written for the layman.
