Since the buttons you’re using are in Gutenberg, so you’ll need to use the Gutenberg or block styling options. These buttons aren’t theme buttons, and the settings in the Customizer only apply to those buttons in the theme.

However, you can use custom CSS to style them, or I would recommend using a third-party plugin for Gutenberg in the wp.org/plugins repository, which includes hover styling for buttons.

By the way, you can navigate to WP Dashboard > Appearance > Customizer > Site Style & Settings > Site Buttons:
