offline activation !?

performed all required steps, have your plugin working at multiple sites. However at one site, when I either use the wizard or do it manually; after I filled in the Auth2 codes and I need to grant google access I get a page for “Offline activation”, instead of what I should see. Hence I cannot get my account verified. Already removed/reinstaled and gone through the whole process 4 times and I keep seeing offline activation. Any ideas?
