On Page PHP and JS Code Stops After 3.4.1 Installation

I’m not sure if the WordPress core developers meant to do this but the upgrade installation to 3.4.1 stops all on page PHP and JS code from loading. I’m just wondering if this was intentional and they want to lock this process out or if there was a bug in the new release.
