One Blog with an English AND a French UI

Hi there,

I work for the Government of Canada where we have a legal requirement to provide material in English and French for our audience.

I have a blog with postings posted in English AND French using qTranslate with comments submitted by users in their language of choice. This works well but I also want readers to have access to the WP interface of their choice of language. Is there a way to enable a WordPress Blog to have two interfaces? If so how? Do you know of any examples?
