WordPress does not allow an individual to have multiple registered user accounts with the same email address. If a individual becomes a member (through a membership) of a WordPress website, and then that individual decides they actually want to build their own WP website, can they do that if they decide to use the same email address that they previously used to become a member?

So, someone who has already an account cannot register again. For those, they easily become affiliates once they are logged by using a simple shortcode

WordPress sites are entirely self-contained, so membership on one WordPress site does not impact their ability to have their own WordPress site or be a member on another WordPress site.
