Only admins have access to tracker?

I have a shop manager that needs to see the e-mail tracker list but it seems only admins have this in their sidebar. I installed Capability Manager Enhanced plugin to manage this, but it seems the capability for Email Tracker is not exposed. I can manually add a capability using that plugin, but I don’t know what it should be called.

Is this even possible or does your plugin have to be patched? If the latter, please take this as my request to add this functionality. Managing e-mails is certainly something non-admins might need to do.
