Only display front-end form to logged in + Author

You can check that the currently logged user is the current post author before displaying the form using the following code:

$current_user_id = get_current_user_id();
$post_author_id = get_the_author_meta('ID');

if($current_user_id === $post_author_id){
    
    acfe_form('my-form');
    
}

See get_current_user_id() and get_the_author_meta() functions documentation for more information.
