only have edit menu if no visual editor sekcted

    on edit post there is no meu for visual oR text
    if I click no visual edit on my profle pahe then there is the menu at the top of the editor
    I have tried F5
    the standard theme
    de-activate all plugins
    this did NOT work
    1) Switch theme to Twenty Eleven
    2) Edit a post
    3) Clear cache (press F5)

    none of these fix it
