Only show create account when user selects "Recurring"

I have a recurring donation where I haven’t enabled the “Disabled Guest Donations” meaning I don’t want to require users to log in to donate.

I understand why an account is necessary when a user is recurring, but if the user doesn’t select recurring, is there available function to disable these required fields to donate?
