OnMouseOver help

Hello,

Could you please help me with the OnMouseOver attribute?
Here is a description of what I need:
When you hover over one of the images, I want text to appear on the image that says, “View” or something like that. I need the text to be a link, as well.

Here is an example of what I am trying to make it look like:

Except I need the “text,text,text, etc” to be a link to another page.

I have looked all over the internet but, due to my knowledge of CSS and JS, or lack thereof, I can’t make heads or tails of what they’re talking about. Could someone give me some help?
