Open in New (just pdf viewer) Window

New to Pdfviewer so this is probably pretty simple, but…I want to be able to click on my thumbnail and go to a “blank” page with just the pdf viewer. In other words, where do I place the pdf viewer shortcode?
Here’s the page. I want to be able to click on each of the Voter Guide thumbnails and then see a page with just the pdf viewer of that Voter Guide:
