    I’m afraid that there is no that option. You need to edit code of plugin (pe-recent-posts.php) to do that. Please replace line 309 and 336 to:
    <h<?php echo $header_tag; ?> class="pe-recent-posts-title-tag"><a href="<?php the_permalink(); ?>" target="_blank"><?php the_title(); ?></a></h<?php echo $header_tag; ?>>
