Open T&C in a new tab using target=”_blank”

In my form I have a checkbox field with a link to the terms and conditions right before the submit button. I’d like this link to open in a new tab but unfortunately opens in the same tab and that refreshes the form! Pretty annoying for someone who already filled out the form.
My code:
