Optimize script and CSS loading

When scripts or CSS are enqueued with the standard WP methods they “block” other content from loading and cause an extra round trip to the server, slowing down the site.
It would be cool if the Javascript and CSS for Contact Form 7 would only be enqueued on pages when necessary, i.e. the admin panel config page and any page with a contact form on it.
