Option not appearing in Change Profile Photo

Everything is present backend and all settings are selected. Have checked DB to make sure everything is correct. Was working when I first installed a couple of months back. Have disabled all plugins + uninstalled and reinstalled but no option appears in user profile.
Using latest version of WP and BP. Tried different themes including twenty sixteen but nothing. url reads: https://www.xxxx.xx/members/xxx/profile/change-avatar/ but only standard ‘Change Profile Photo’ options are available. Any clues?
