Option on email notification users

Some users want a notification via email if there is a new topic.

I see there is an option via boards -> “Allow users to subscribe to boards and receive notifications on all topics within that board. Boards must be enabled.”

But I don’t use boards. Is there an option to let user subscribe to topics and receive notifications on all topics?
