option : pre-pack set of custom taxonmies

I cannot find the “option to turn on support for a pre-pack set of custom taxonomies”. Where is it supposed to be?
I have V. 1.13.8 installed on WP 3.5 multisite. Is the plugin valid on this WP version?
I also don’t find instructions to code my own custom taxonomies.
Please advise.
