    I did all that steps, but I can’t display Menubar options when I try to edito menu item.

    Please describe about wordpress version and your theme. please deactivate all plugins for finding the issue.

    I’m using WP 4.1 and Cazuela Theme.
    I can’t deactivate plugins because of site production.

    I installed your theme, the problem not of your theme, i can to see to the Menubar widgets section.
