Options for shipping

I’m wondering if adding a rule like the following would work for you:
— Order Weight: above 0, below 0.25kg;
— Base Cost: $20;

if I buy product with weight up to 250 grams its ok, price 20.

price must be 50$ per each 2kg, but when up to 250 grams – 20$

If I buy 240gramm (0-250gramm) shipping must be coast 20$
If I buy 280gramm (250-over) shipping coast 50$ and 504 per each 2kg. For example – products general weight 7kg – shipping coast 200$

I believe the following setup would work for you.
