Options Not Updating

It doesn’t look like my options are updating.. When I entered the blog URI to be my root domain (https://domain.net) and the wp URI stays as https://domain.net/wp, it seems theres no such thing as https://domain.net/index.php for the blog. It just gives me that index of the stuff in the root. I’ve tried changing the options countless times but it’s just not working… I had it before but when I reinstalled today its not working. Help is greatly appreciated! ??
