If you want to use the search order field specifically, then you’d need to consider a custom solution. We highly recommend contacting one of the services on our Customizations page: https://woocommerce.com/customizations/

This is expected. If a user account is deleted, orders placed via the deleted account will become Guest orders, and guest orders won’t be searchable by user ID:
