Orginize page URL structure

I use 2 languages on my website and I would like to do this(for better url structure):
https://www.website.com/content
https://www.website./fr/content(en) default language /en/ not shown
The problem is that WordPress does not allow me to create a page with the same url. If page content exists, WordPress automatically creates content-2
Any ideas?
