Other Admin Cannot Create Categories (Permission Denied)

I have another user with admin access in my WP that cannot create categories in the media section. This is the error they are getting: https://screencast.com/t/qYBOIRTJOy
“You do not have permission to do that”
Has anyone else had this issue or how do I solve it?
