Otimize images not in library?

Can the plugin optimize images in the content folders but not actually indexed in the WordPress Media Library? I moved hosts and to resolve some double and triple database encoding, I exported/imported the posts and merely uploaded my wp-content folder to get the images into the new server. Wondering if the plugin can scan that or if I should find another tool to optimize say on my Mac and then re-upload everything. Hm. Thanks!
