Outbound trackbacks and Update Services

I have a few installations running on my hosting reseller account and recently it has come to light that I am unable to post “outbound trackbacks or pingbacks”. I have confirmed that incoming are OK.
My hosting company – Heart Internet – has replied with the following:
The only thing that may be causing a problem is that our servers block http loopback requests. I am not exactly sure how the WordPress Trackbacks/Pingbacks system works but if it needs to make http requests back to itself on the same server it will not work.
I am unable to confirm or otherwise whether this is the way in which WP works and therefore whether this is the actual reason why the outgoing trackbacks do not work – Is there anyone who can confirm this?
Additionally my “update services” ping list does not work – could the two things be related?
If so what do I need to request from my host in order to get the full functionality from my installations?
