Output illegible – maybe encoding settings?

  • Output that is generated by simply static looks wrong.

    I have created a local instance of WP on Ubuntu18.04, selected theme 2017, installed simply Static, removed use of the emoji file, selected saving as local files rather than zip, and generated.

    The output is illegible. I have opened it (index.html) in emacs and pasted it below.

    I suspect that an encoding setting is off somewhere.

    If encoding settings need to be set or confirmed in WordPress or MySQL, please advise.

    Any other help will be appreciated as well.
