Package .htaccess in WP theme?

Do you think it’s okay to package an
.htaccess
file in a WordPress theme release (in the theme directory)? I want do this is for better out-of-the-box performance. Rules I’m considering adding are CSS and JS file concatenation (via Apache includes) and maybe the ability to use PHP in CSS files.Are there any stats regarding the percentage of WordPress blogs running Apache? Most WordPress blogs run on Apache and would support this, right? I know WordPress adds a snippet to the root
.htaccess
but I don’t know what it does when it’s not on Apache.
