Did you make any changes to the Twenty Twelve theme? Looks like you may have and those changes may be interfering with how the mobile view looks.

I thought I’d ‘childed’ it but doesn’t look like it.

Will have a play now (Is a child simple a copy of a theme witha different name?)

I did make changes, I added my header which is fine, but the ‘wordpress header’ doesnt move down when on a shorter screen

No a child theme is not a copy of the parent theme – see:

Generally, positioning of elements on the page is controlled by the CSS (style.css) – a browser tool like Firebug will show you the CSS for any element – then COPY that CSS to the child theme and make the changes there. Note that twentytwelve is “mobile” first so you need to pay attention to the media queries in the CSS when you are copying CSS to the child theme.
