Page Attributes "Template" Missing

    What would cause a theme with a page.php to remove the Page Attribute for choosing a template? I can set the Page Order, but not a template.

    I have used my custom made theme in the past with no issues. If I remove the page.php, WP should use the default page.php. When I do remove it, still no template option.

    I have just setup a fresh install, so it must be something in the theme itself.
