Page Builder ROW color not full-width on mobile

The background ROW color looks great on the computer and when viewing on a mobile device is LANDSCAPE orientation, but in the PORTRAIT orientation on a mobile device, the ROW color only spans 2/3 of the screen and the content only spans 2/3 of the screen as well.
Q: Is this a Page Builder issue or a Theme issue? My gut tells me it’s the Theme Mobile Optimization.
