Page caching seems not working for both dynamic and static pages.

    Hi,
    looking at the respose header, I can see:
    1. The plugin is not active on your site as the value of the cache-control header is not what the plugin sets up
    2. I also don’t see the extra headers added by this plugin when it is active.
